Yes. Does it make the value better? It does on stamps and coins but I dont know on bills.

Put it this way, you will get tons of credits for this bill.. if not, then there's something wrong. LOL Yes it is more valuable when it's off-center.. it makes the bill unique and they are hard to come by.

Dericxblaze is right, I posted an off-center 1 dollar bill from 2003 or '06 and got a significant amount of credits, more credits than i've gotten from anything else i've auctioned.
