It is very true. Go to any pricing guide and see. The only true key date mercury dimes are 16 D, 21, 21D. The Semi-key dates are the other dimes 25d-31S that David was talking about. You can't just call any coin a key date just because it isn't in circulation anymore. Key date means that specific date and mint mark are worth more due to mintages.
