No this coat would not work for a 22 pound dog. I have a 7 pound Yorkie and it is tight on her which is why I listed it.

It depends on the size of your teacup chihuahua. If it is 5 pounds it would probably be just right. If over five pounds or under it may be a little bit loose or a little too tight.
