Not necessarily. They do not get dull until the thin zinc plating wears off. It starts at the edges since they are not plated. One of the reasons the public did not like them originally was because they were sometimes confused with dimes when they were new and shiny. Kind of like people confusing Susan B's with quarters :-)

With that said, in the pic (which I I just paid attention to and did not even notice with my loupe) I do see a finger print. For me that would downgrade it to AU. It is also possible that this has been chromed back in the '60's. Of course I can't say. What I can say is that it is a very nice example of the series :-)
