It is different then a novelty note. They have different serial numbers on each bill.
The trademark silver seal makes them unique authentic.
Most Novelty bills have the same serial number on each bill.

In 2009 yes it cost $5 the park makes them each year. Since it is from 2009 the value has gone up $10-$12 it also depends on the collectors.
The less there are of them the more valuable they can become. It depends on what you feel they are worth.
