I think it's for 3+ yrs. The pics should say. The caps r a tiny bit of sofer that makes a bang when the trigger is pulled (kind of like a spark but not a spark). Nothing actuallyshoots out at u, it just makes a bang sound. My brother had one as a kid yrs ago and it was safe to use in the house, and no one will get projectiles shot at them.
