If sowing seed outside I would say anytime if you are sure that the little seedlings aren't going to get hit with a frost but they can take up to almost a month to germinate sometimes, i always start indoors around Januarly then i have a good size plant to put out after our last frost here in Zone 7. hope this helps. oh, they will bloom from spring through fall all the way up till it gets too cold for them! just remember to remove their dead heads so you get more blooms!
