The bottom is slightly dirty but can be cleaned. It's closer to 9.5 in wide.

My previous comment is not accurate, I thought I was commenting on a different item of mine. These shoes have no scuffs, slightly dirty on the bottom of the heels... and they are an exact size 9. So sorry about the confusion.
