This is an LL Bean knit sweater. It is size small. I'm not sure it is very clear in the picture but, the full length (top of neck to bottom) is 25 inches

No, a 36B bust should be just fine. There is a fair amount of stretch so a person with that chest size will still feel comfortable in this sweater, in my opinion.
