It is a wireless router. You connect it to your modem through a cable and then you can use your house as a wireless network/hot spot. You do not pay to use it.

What is the difference between a regular wireless router and a broadband router? I just need to go wireless for my laptop and Kindle? Will this work or do I want just a reg. router?

I do not know specifically the difference between either. I will tell you that when I used it, we could use any wireless electronics in our home with it. We ran our laptop, Android tablet, XBOX, Wii, and even connected to the internet with our phones on it. I hope this helps :)

Just a quick little FYI. Cisco no longer supports this router. I found out this the hard way when trying to switch from Comcast to AT&T as my internet service provider. The tech support person at Cisco offered to 'try' to set it up for an additional cost of $29.95 for 24 HOURS of support
