Sure. "Tiered" means, stacked. If I offer up free items i can easily say "ok, this auction is tiered. That means, I can say "100 credits you get a ring, 200 credits you get soap, 300 credits you get a shirt... etc.... if this auction reaches 3,000 credits, you get it all." To make it more simple... The more you bid, the more you get.
