No I don't believe it would. It wouldn't fit my shih tzu. I don't think he weighs 25lbs. This would be for smaller dog.

I would think so. The hood is for a small head. It will definitely cover the whole body. It has Velcro to tighten around the neck and the body to keep the coat on. It even has straps that tighten around the back legs.
