I'm pretty sure it's silver. Don't have the details on the coin, as I don't have the proper coin catalog, but it's aged like silver would be at that date.

Just as a disclaimer, I could still be wrong. Ebay does have one dated 1955 that says it's silver, that looks very similar. Having one one coin catalog, from 2000-present, does have it's drawbacks when I want to do research on older coins. Sigh.

when in doubt drop the coin on a table and compare to the sound a coin made of nickel or other non precious metal. silver coins sound different. easy way to figure out without too much effort, hope it helps
