its very obviously a fake Japanese pokemon card. The front is very off center and there is no pokemon with a border like that. so very obviously it is a sticker.

Uh it isn't a sticker. Why dont you look up a Japanese pocket monster card. Ive seen these a lot like you can even find them on here too
