Some plus-sized stores, like Catherine's, use a size 0x for sizes 14-16. Then they use an 1x for sizes 18-20. She's saying that this 0x is loose, so is more like a 1x, to fit an 18-20 size.

Its zero X. A size added by companies that cater exclusively to plus sizes. Its the plus size 14/16
