Hi ..I've studied him carefully and I can't find a date. There is a cloth tag which states a Reg No. PA 8076. OH17499. ME3754
Manufacturer is "KellyToy" His left hand as his right is a closed fist. I hope that information helps some. Thanks for stopping by.
