This may be a dumb question, but what's the purpose of a universal overlay? Doesn't each cartridge come with one?

The new ones do not come with an overlay... The older ones all do but the newer ones require the universal overlay (which you can tell because the cartridge comes in a small square box instead of the larger rectangle)
