When you're listing your auction,on the bottom left side, click on "Advanced Options". This is available for everyone. Also lets you set the amount of days you wish it to run. There it lets you set a starting amount for your auction. The GIN option can only be used by sellers who've completed a few auctions without any problems. Not sure how many that has to be.
