This is actually Allied Military Certificate issued in Italy by the Allied invasion Forces so that they could pay their men without causing a black market for the Invaders currency and helped to secure the local economies of the invaded country. You can find these in German, French, Italian, and even Japanese. There were used in the time between the invasion and the actual surrender and re-establishment of normal commerce which is generally viewed as 1947 - 1949 depending on the country. Troops were paid in this "money" and then were allowed to use it with the locals who would then exchange it back to the local military comptroller for the area. The money was backed by the military not any of the invading nations.
