This is called a Topsy Turvy Cup Plate. It is pressed glass and approximately 3 1/2" in diameter. The design was popular from 1850-1870. Not sure the date on this particular plate.
When you turn it one way, you see a smiling couple and it says The Wedding Day. Rotate it and it says and Three Weeks Later and you see an unhappy frowning couple!
