There are no chip, chips, or broken pieces of any kind on this item. Item does has some wear from use, such as slight scuffs or light scratches. Made of thinner old plastic. Yellow in color with black sun glasses on it. I do not know the date in which this item was made. By the type and age of the plastic I would have to say late 1980s- early 1990s. I do not know hold much this container will or can hold. It is a large container, at least two normal small bags. This item is rare, it features the classic image of the goldfish. Great hard to find collectors piece.
