Would it work with WiiU virtual console?

In order to play it on a WiiU, you'd have to enter Wii mode on the WiiU (tablet and a wii-mote), then when in Wii mode it'll take you to a wii channel dashboard which is different than the Wii U one. None of your Wii U downloads will be there. From there you can go to the Wii Virtual Console and redeem the game.

You wouldn't be able to play it on the wii u gamepad, but rather, you could view the game on the wii u gamepad while you play it with a classic controller or gamecube controller. You can't redeem the code via the WiiU's main E-Shop channel, you'd have to be in Wii Mode on the WiiU, then go to the Virtual Console from there.

Do you know if this game can only be played with the classic controller, or if the regular Wii controller can be used?

A classic controller will work. As far the Wii controller, I read a scathing review about someone complaining about needing a classic controller in order to play it so that could be the case. I do know for a fact that you can use a wii-remote on its side on the NES games on the Wii Virtual Console and make it act as a makeshift NES controller. Other games like Paper Mario, however, would probably require more buttons than are on said remote. That being said, a classic controller would be the perfect way to play this game. Some games can actually use the gamecube controller, but I find the classic controller to be a bit less cumbersome.
