I believe they are used to roll wet hair; but I am just guessing. I had bought two packages of these and opened one and found they were not what I needed; so I decided to list the unopened package.

I am not a beautician and can't give you an answer. I guess if hair was long enough to go around the roller, I guess it would work. Long or short. But I can't be 100% sure.
