Not sure what you mean by matte but its a chubby felt tip liquid liner in black to create the best cat eye look to just a thin line as well. Does this help you any?

What color is the mascara, and is it waterproof? I have never heard of this brand before...Who makes it?

Both the mascara and liner are black. The box doesn't say if it is water proof so I would say no however the liner is smudge proof once it dries. The maker is Cargo and they have a site online. I'm not sure if anyone else sells this product or not so that may be the reason you've never heard of them. Both products have great feedback on Cargo's site though.
