This will fit a bigger small to a medium. Measure your dog from the neck to his back leg and you will get an idea where this will fall. This is not really meant to go all the way to the tail. The crossing band should be about mid stomach so you have no issues with them going to the bathroom on it.

Yep - it's a 16! Will fit about an inch or two smaller just watch the dropping down past the tail and make sure the band across the stomach isn't down so far it gets in the way and he ends up peeing on it! More room for if he needs longer because it doesn't have to go all the way to the tail. Many stop a couple inches before the tail so it's a preference thing.

Yes! If your dog is longer than that it will fit a dog a few inches longer and a few inches shorter.
