Rory Miller, Hi! Thanks for asking. The roller does not come with papers or filters. It is primarily used with 'tubes'. In the pic, the cigarette you see sticking out of the roller is a tube. A tube is a prerolled filtered and empty cigarette paper. The filter comes attached. Tubes are available at Tobacco Stores: they come in a box. You buy the tobacco separate in a tin or bag. In the pic you can see the red top. The right, kind of flat red part opens to reveal a trough that you fill with tobacco. When filled, you slide the larger square red part over the trough filled with tobacco and back which fills the tube. Then repeat. I used it to roll a 'pack of cigarettes' at a time. It is easy, functional and money saving. If you have more questions please ask. PeacenJOY

Thanks, I've used these before. Just wasn't sure if you were adding the filter papers with or not that is all. But I'm sure you clarified alot of questions that should have been in your description.
