Up for auction I have a cute black, ruffled skirt from Target, the Pure Energy brand in a 2, which is like an 18/20. Target's size chart says the waist measurement is 42.25-44.5 inches. This skirt is short, it's only about 17 inches from waist to hem. I only wore it a couple times, cute with tights, still very dark black, ruffled on front and back. From a smoke free home, no rips, stains or tears, but I do have a cat.
