When I get bored, I like to create things. My newest hobby has been making tutu's since my youngest daughter loves to wear them. I am not a professional and these are for fun. Tutus sell at online boutiques for ridiculous amounts of money so i learned to make my own. I just made a few and dont need as many as I have.The tutu is a no sew design .

Tutu color is orange and it is a two tier tutu made with ribbon which is meant to be tied, therefore, is adjustable. Bow may be worn in front or back. Your choice.

Measurements are
waist measured flat 20 inch( by waist i mean that area covered by tulle)

Length is approximately 10.5 inches.

Absolutely. It is intended for much smaller children. The area the tulle covers is 20 inches but can be made shorter by sliding it. I think it would be fine for your daughter.

I would measure the waist just to be sure. I dont want to say yes and be wrong. I think it would fit a smaller 3 year old but would rather you measure to be sure. Thanks for your interest.
