Yes azpackrat is correct. It is a Welsh antiquity, with the dragon from the flag, and was used not as a military badge, but instead as a symbol of loyalty to Wales. It may also symbolize the desire for Wales to break free from England and the United Kingdom, amongst a portion of the population. These sort of items are always being specially etched with the owner's name.

This is actually the Welsh flag of Wales. I don't think it was a military badge though. Nice auction anyway.
