I just looked up on the Help page and it says we are allowed to fan 1000 users but after that the ratio of your fans to users you fan has to be greater than 90%. If you do not meet this requirement you will not be able to fan any more users until you increase your ratio. Not sure I understand what they mean. Doesn't really make sense to me.

I think it means I have to have more people fan me than I can fan, I have met 1000 fans limit, so I have to wait until more than 1000 people fan me before I can fan anyone else. I do not understand the 90% thing either. Thank you for help :)
