Would your opinion be they are smaller than the the size says? As fitting goes.
I want them for a neice and she's a 1-1 1/2.. but these r 13-1

Our youngest daughter is almost seven and she's almost a size 4. Her foot would hang out a little. I'd say they run a bit bigger but not much. I think it would be safe to say these may fit your niece but depending on how fast her feet grow she may not be able to fit them next winter... but who says slippers are only for winter ;)
