U can bypass the lcok screen but it doesnt allow u to use the phone whoever had the phone before you needs to unlock it apple will unlock it for the original owner if they cant either then its either stolen or lost icloud lock is usually a good indicator its stolen or lost if the old owner wont unlock it for u

Hi, thank you for the info, I was told that the original owner passed away and I have no reason to not believe that as when I bought it I was told that they didn't know alot about the phone. That is why I am listing it for parts.

Just that the I Cloud needs to be backed up,but I can't do that because it's locked. I just took the picture to show that it does turn on and it works ok besides the fact I can't get the lock of it.
