Rhipsalis Capilliformis
with pale green long hair like branches tipped in winter with small glassine white little bells which emit a sweet fragrance. Commonly called Old Man's Beard or Rice Plant it is at its best when it can cascade out of a hanging pot or container placed on a high ledge.

no, completely different plant, this is Rhipsalis Capilliformis (Old Mans Beard), and Lizard Tail is Crassula Muscosa (Lizard Tail), another name for Lizard Tail is Princess Pine Crassula, that's what I call it

no they are not, but they are very easy to root, just stick the cut end into about any type of well draining soil and water every time it starts to get dry, then when you start to notice it growing start watering less and less each time you water
