It does come with a charger. It plugs into your cigarette lighter

Does it have lifetime maps or is it a base model?

If it is a lifetime maps then it's as simple as connecting it to your computer and updating the maps (free) if it is a base model there is no updates for the maps which means it will be quickly outdated with all the road changes.

I have a Garmin with lifetime maps and I love it! Looking at this as a gift for my mother so just wanted to check :-)

It also has a slot for a SD card. The big one that you put the little SD chip in. I believe you can download pictures on it.
