It is copper cloisonné. There are 3 different kinds copper, brass and silver. I have collected cloisonné for over 20 years now. These are from the 1930's.

I don't know anything about these, as most of my items come from left over estate sale items. Not sure of the age. I just grab the items, I think people would like :)
I've checked online sites but haven't found these yet, some similar but not signed or decorated on the back, just the plane turquoise color.
