The listing, Sapphire colored evening gown. has ended.

I have 2 identical evening gowns. Both are sleeveless and have a purple under dress and a sheer cover that is sewn at the shoulders. However, the one shown has a decorative piece at the shoulder the other does not.
The top sheer part comes to a small drape at the bust.
This one has some slight stains on the front not even visible but I wanted to be honest.
I will be listing the other gown when this one is sold.
The length comes 4 inches above my ankle. I am 5'5"

Does the dress have padded cups? Would it fit a 38D cup? What size is the dress? what is the material type?

No, the dress does not have padded cups. The size is 22. I'm pretty sure the fabric is a polyester blend. It is very comfortable. I wore the other dress several times. Loved it.
Just in case you didn't catch it, there are 2 identical dresses.

I was going through the photo a I took. The dress does look purple. But is more blue. I chose to call it saphire because it seemed to be the closest match.

size 22? it doesn't look that big. I wear a size 14. does the sizing run small or true to tag?

It runs true to size. It feels very comfortable on.
