Ive never seen one of these....what does it mean by "create a border as you cut"?

There is an Xacto blade in the middle of the Black Permanent Marker and as you outline it cuts and traces the black ink while you cut! You can use these for all kinds of arts and crafts! I personally had bought to make bubble letters with a Black Border, they came out very neat and nice with this tool! This is an extra one I didn't need. Thank you!
