This is a Motorola Moto G smartphone on the Verizon Wireless network. This is an 8 GB model with 3G speed capability. This device has a 4.5" HD screen, which is perfect for streaming high quality videos. Wi-Fi is up to full speeds on your home network! A front-facing camera is located in the top left of the front screen; perfect for taking selfies! There is also a camera on the back! This phone has to be activated before it can be used, as seen in the final picture. Note: You cannot use this phone unless you activate it! No SIM card is required for this phone. All you will have to do is go to your local Verizon store and have them activate it. Also, you can only activate it with Verizon Wireless!

Does that mean that you can't use it on WiFi or does that mean you just can't call or text?

You can use WiFi on it, but you cannot use the phone until after it is activated. Meaning once you activate it once, it will function as a normal smartphone.
