The listing, Table Top Chime Battery Operated has ended.

This chime is so soothing, not loud. It is approximately 12 inches high and 3 to 4 inches wide at base. Has on/off switch and runs on 4 AAA batteries. If you like wind chimes you would love this!

How does this work? 'On' creates a wind or are the hanging chimed for decoration?

It is battery operated, the chimes move when you turn it on, button at front on/off. This was an Avon item years ago, can't remember how long ago but it has been quite awhile. Works great. :)
