sorry but your measurements, i am not sure about would you say they are a size 12 or 14 for girls like for a 16 yr old, she is not skinny but she is average for a teenager?

I agree with Angel1370, but I measured the shorts and the waist measures a little more than 28 inches, around the hip area measures 31 inches, and the shorts are 12 inches long :) the material of the shorts also stretches a bit
