This is a Brand New Hip-T, Hip Skirt in Size Large (11-14) in Cool Black. It's "A layering wrap for your hips." "Covers your waist, belly and rear view!" Wear over your jeans, shorts, skirts or jeggings. I wear one of these when I want it to look like I have layers on without actually having to wear layers. These are great, I love mine. I've also worn mine as a top up under a V-neck to look as if I'm wearing a camisole under my shirt.
