Can not locate a signature, or determine for certain what it is made of. It is definately hand painted. Could be wood, as it feels kind of soft, although wouldn't be able to determine for sure without defacing it.

Looks like it could be made out of clay maybe? Baked of course. Even baked clay has a bit of flexibility sometimes.

I'm honestly not sure. It was my mothers, from the 60's, and she went to a lot of carft fairs. I know it is hand painted
