FREE: Alphabet scrapbooking stamp(s)

This is an alphabet stamp (with numbers and some various punctuation marks) that I got in a bag of stamps from a yard sale. I'm not sure how to use it. I believe it may be one that you have to cut the letters apart or place on one of those hard plastic stamp holders? I'm not even sure. It appears that the grey back of the stamp has a sticky layer under a layer of clear plastic, but I am afraid to remove the plastic and check, in case the plastic won't go back on and whoever bought this would not be able to use it as originally intended.
