1) If your TV or Monitor is capable of receiving a composite signal over an HDMI connector, this cable can help you.

2) If you are setting up a computer, video game, DVR, or other device with composite outs to use your own projector with composite in's in another room, but your host's existing cabling is only HDMI, you can use two cables like this one to transmit the composite signal over those HDMI cables.

3) I highly doubt that this cable can allow you to run a an HDMI signal through RCA / composite cabling, since HDMI uses more conductors then composite.
