Nail tape is really thin tape that you place on your nails to create designs. First, you paint the base coat, let it dry, then you apply the tape to create a design. Paint a second coat using another color and carefully remove the tape from your nails. You should see the design you created in the color of the base coat (common designs: stripes and zig zags) some people like to skip the second coat and just trim the tape and paint in a top coat, which would work too, (depending on quality of top coat)

Water transfer decals are similar to tattoos. First, you cut out the designs, prepare a cup of water and paint a base coat. You then dunk one of the designs you cut out in the water for 20 seconds or so (until you can slide the design off) slightly wet your nail so it's easier to slide/reposition the design on your nails (key step!) When you finally get it where you want, pat dry and apply top coat.
