I dont know much about phones... but this info is what I found on the phone. It has a sim card in it, I am sure you can take that out and use your own. I never activated this or tried that so I am not sure, But again, there is one in there that can be removed. The phone has a play store icon that I believe to be google play based on the browser being google. Here is the specs I copied from the site:
