To answer your questions yes you have to pay the $9 that is for a years worth of service. I know what a roku stick is and they are different this doesn't turn your TV into a smart TV, your TV must be able to connect with the Internet for this to work. What it is is a device that plugs into Internet accessible devices and for a small yearly fee allows you to watch 1000's of Internet TV and music channels/stations.
