I think this is presidential campaign item for Herbert Hoover. I wasn't alive at the time but is seems similar to some other stuff I have seen. It shows the Republican Elephant and of course the 4 years were referring to if you vote for Hoover. As president he would continue the prosperity of the Roaring 20's. Unfortunately, I don't think anyone was predicting what would happen in '29
