OK I took some measurements, the elastic waist measures approximately 15 1/2 inches across and the length from strap to the bottom of the dress is 54 1/2 inches long. I hope this helps!

This would be a perfect dress for me . And it would be a great dress to wear too work I really hope I win it I have not win anything in a very long time one time I won a swim top on here and the girl never send the swim top too me and she deleted her account ugh

Yes the waist is very stretchy, what I measured was with the dress laying flat.

I know for sure it will fit 38, and I'm pretty sure it will fit the cup size. But I'll check on that to make sure on the cup size.
