shoulda asked sooner cuz i dunno if you'll get a chance to answer but is this loose glitter? or like an actual eyeshadow?

Well when I purchased them it said eyeshadow on there, but too me it looks like loose glitter. But if you go on youtube it gives you ideas on how to apply the glitter to make it stay. Hope that helps
